THE CIVIC ASSOCIATION OF HAMMOND LAKE ESTATES

February, 2004 Newsletter

Happy New Year, end of Winter, and soon to be Spring!

We hope your holiday season was joyful.  Here is a quick synopsis of what your Association did for you in '03:

Lake to pond flow and weed control improvements.

Made the community aware of the 456 Million Dollar Pontiac School Construction Bond proposal.

Provided every resident with an Absentee Ballot Request form and directions to the Jefferson Middle School polling place should they choose to vote on the issue in person.

Hosted a Special Meeting to provide State Representative Shelley Goodman Taub an opportunity to explain House Bill 5065 that would give communities (statewide) the opportunity to choose the school district that they wish to send their children to be educated in.

Co-partnered with other homeowner associations in Oakland County and organized a bus trip to Lansing for concerned citizens to speak on behalf of our community on this School Re-District issue.

We also oversaw a water quality-testing program for Hammond Lake.

Approved a number of home improvement plans for our residents as required by both Bloomfield and West Bloomfield Township Building Departments.

Threw a great Fall Corn Roast at the Association Beach last September (special thanks to Chef Dan Klempner and La Rosa Market).

Established an emergency fund to deal with the "Motor Boat" issue.

Created (with the help of Elizabeth Stefanik-Messerly of esm designs) our own community web site: www.hammondlakeestates.com.  Check it out!!!

Published and distributed the 2004/2005 community telephone directory.

 

Road Improvement

The re-paving of the West Bloomfield portion of South Hammond Lake Drive and the paving of Beachview lane are scheduled for this Spring/Summer paving season.  A Public hearing will be held at 7:00 pm on Tuesday, March 9th at the West Bloomfield Township Hall (Employee Lounge), 4550 Walnut Lake Road.

Annual Meeting

The 2004 Annual Association Meeting will be held on the first Thursday of May.  The date is May 6, 2004.  The location will be the Sylvan Lake Lutheran Church on Figa Street (behind La Rosa Market).

 

Lake Access

Please note:  Your key is your pass, please have it in your possession when using the facility.  When your current year dues are paid and you have signed the "Hold Harmless" agreement, you are a member of "The Hammond Lake Civic Association" and entitled to use the Association property.  New access gate locks will be installed on May 6th.  New keys for these locks will be available at the annual meeting or from the Treasurer.

 

Water Quality

Our good friend and neighbor, Francis B. McLauglin, FAIC sampled the water quality weekly in 2003.  The 19 weeks of water samples were tested by Microbiological Associates, Inc. (a State of Michigan certified testing laboratory) in accordance to the standards methods established by The United States Public Health Association and recommended by State certified Limnologist Howard Wandell (in a study commissioned by HLCA).  Our test results were very good and our lake is still the cleanest in Oakland County.  2004 samplings will be taken by Joe Frey (Lake Management) and Darrin Hibbs (Beach Management) with Microbiological Associates, Inc. doing the testing.

How to Keep Hammond Lake Clean

To preserve and protect the quality of our lake resource, we need to make sure that nutrients such as lawn fertilizers and the effluence of failing septic systems do not pollute our waters.  If you live on the lake and irrigate your lawn with lake water, you should not need to use fertilizer.  As for your septic system, you should have it pumped out regularly.  Most of these septic fields are now about 50 years old and should be inspected at least once a year.  Your contractor can give you a pretty good idea as to the condition of your processor and field.  As a side note there were two lake front systems on North Hammond Lake Drive and at least one off-lake system on South Hammond that had to be replaced last year.  Avoid the use of garbage disposals, food products are not good for septic systems.

 

Trash Collection

Two Townships, two different days, two slightly different set of procedures.  Here goes:

Bloomfield Twp. has a contract with Waste Management, Inc. and trash is picked up on Monday.  Trash must not be on the roadside before 12:00 of the previous day and containers cannot stay on the street more than 24 hours.  Bloomfield Township residents who have large items or special needs should contact the Township Department of Public Works at (248) 433-7702 at least 24 hours in advance of your regular pick-up to make arrangements for collection.  The placement time frame rule is the same.  Bloomfield Township bills each resident for this service.  (These Regulations by Ordinance #437.)

West Bloomfield Township has a contract with Great Lakes Waste Services, Inc.  Pick-up is Wednesday.  Trash may not be placed on the street before 6:00 pm of the previous day.  Containers must be off the street by 8:00 pm of the collection day.  Services are billed directly by Great Lakes quarterly (in advance).  Trash cans must no weigh more than 40 lbs.  Large item collection has the same "set out" time restriction, but the special pick-up must be pre-arranged by calling Great Lakes at (800) 858-0089.  (Ord. 62, 62A,62C, & 4C8.)

HLCA Recommends:  Please, not before 6:00 pm.  After dark if possible.

Yard Waste is picked up from the first week of April to the last week of November.  Contents can be loose in containers marked "Yard Waste" or placed in brown paper bags.  Brush, trimmings, and sticks no more than 2" in diameter must be bundled and no more than 3 feet in length.

 

Lift Station #18

This is the plumbing and diesel generator combination at the north end of Spinnaker Lane.  This is a sewage lift station that serves the 10 homes on Spinnaker Lane.  It is electrically powered by Detroit Edison and the generator is stand-by power in the event of an electrical outage.  The system is monitored 24/7 by Oakland County and in the event of a malfunction, the County notifies West Bloomfield Township Water and Sewer Department at (248) 451-4783 where either Ed Haapala (Director) or Dan Gebrowski dispatch a repair crew.  Should any one need to contact these Water & Sewer employees after hours or on holidays, than can be reached through the West Bloomfield Police department's non-emergency phone at (248) 682-4400.

 

Plan Approval

Both Townships require building plan approval by the Hammond Lake Civic Association.   Plans need to show site lines, set backs, and the neighboring structures on each side.  Approvals are usually 24 to 48 hour turn-arounds.

 

Access to the Hammond Lake Web Site

www.hammondlakeestates.com.  Your "Log On" word is your last name as it appears in the Directory and the "Password" is hammond.  Both are case sensitive and both should be in lower case.
