Meeting commenced at
7:35 pm. Quorum present and agenda approved. It was announced that
the Speaker from the Road Commission, at last minute notice, could not attend.

President's Report -

Legal issue relative
to Association Beach Access Rights pursued by Suzanne Huyser was dismissed.
Unused funds collected for the Emergency Assessment were applied to the
member's 2003 association dues or refunded to the resident. |

Road Report - Handed
over to Jerry Baut. Petitions relative to badly needed road
improvements have been signed by residents living on Beachview, South
Hammond and Lakewind Drives. Per the Road Commission, repaving will
not commence until the Spring of 2004. Repair and capping will be done
sometime this year. Average cost per household will be $2,200 -
$2,240 over a 10 year note. Payment can be done upfront or in partial
payments. The note will be at 6 1/2% for West Bloomfield. There
will be a credit from the city and Bloomfield Hills will kick in 5%.
The intent is to pave Beachview also. Some curbing will be done.
There are no storm sewers involved. |

Pond Report - Handed
over to Jerry Baut. Ten people living around the pond are collectively
pooling funds for their own pond clean up. The Association has donated
limited funds also. The new treatment used last year, which was
applied by homeowners, was more cost and treatment effective than
professional services used in prior years. |

New locks will be
put on the Association Beach gates the evening of May 8. New keys were
passed out during member sign in. Pass to the beach in your 2003 key
and tag. |

were presented by Carla reviewing budget, expenses and reserves. |

116 Families paid
the Emergency Assessment. |

Budget surplus
should be around $3,200 this year. |

There will be a Fall
and Spring cleanup. Budget did not allow for this last year. |

New picnic tables
and pea gravel have been purchased for the Association Beach. Louis
Beaudet donated the sand for the beach this year. |

Carla made a request
to members for advertisements to be placed in the HLCA directory.
Deadline is the end of May. |

100 residents are paid members of the Association. |

Association members
need to encourage more Hammond Lake residents to join. |

contact the board relative to directory changes. |

New residents are
continually being welcomed with gift baskets. They are given HLCA
literature and material relative to the zebra mussel issue. |

Dan requested that
all Association members help with getting him new resident/guest
information. |
 |
Corn Roast is
scheduled for Sunday, September 21st beginning at 2:00pm to be held at the
Association Beach. Had a great turnout last year of about 55 people.
Every family is requested to bring a dish to pass. Burgers, dogs,
and drinks are provided by the Association. |

Per Frank, every
week the lake water is checked. Our lake is holding its own, mainly
due to no phosphates and no fertilization of lawns being permitted
lakeside. We are clean and zebra mussel free. |

Fireworks Committee

Fireworks now fall
under the Homeland Security Act due to 9/11. More compliance issues
are involved (including fingerprinting, mug shots, ad an in-depth
application process). Frank does not feel he will be licensed in
time to do the show this year. An outside service could do the show
but it cannot be done from the rafts. It will not be the kind of
show residents are used to and the residents may not want to spend their
money towards. He suggested the show be cancelled this year. |

discussed - Approval of Association Beach Guest Invitation
Points of Discussion
 |
There are 47 lots
in the neighboring area that do not have membership rights.
Therefore, they do not have lake access privileges. |
 |
This issue will be
brought to a vote every year from now on. |
 |
Only 19-20 lots
normally take advantage of this invitation. They will be guest users
only, still a non-member. |
 |
Guests must sign
paperwork noting that they are aware they are a guest and have not
"rights" relative to lake access. They cannot represent their
property as lake access. A contribution of $150 is requested for
insurance and maintenance relative to the Association Beach. |
 |
If approved, there
will be a meeting held with guests to go over guests privileges and the
limitations to these privileges. |
 |
Adverse possession
discussed. Will limit privileges to May through December of the
calendar year. Also, guests will not be invited until the end of May
which will put a break between last year's and this year's privileges. |
Motion to accept
guests was put on the floor. Motion seconded. Motion then
amended to accept guests with a signed agreement and a set date weeks out to
break continuous guest privileges. Guest privileges to be seasonal
only (May - Dec.). Also, contingent upon legal to be made to an
attorney by the Board relative to adverse possession prior to the guest
invitation going out to residents

New Business & Open
Discussion

Goose Control -
There is a device that sends out a distress signal that could ward of geese
from the beach. Cost - around $1,000. Majority not interested. |

Permanent Emergency
Fund - Louis Beaudet suggested we raise dues and then disperse a certain
portion of these dues to be set aside for a permanent emergency fund.
Therefore, emergency and special assessments can be thwarted if we have an
issue outside of normal budgeted expenses (i.e. storm damage). Board
will discuss prior to next year's membership letter and dues. |
Old Business

Electric Motors on
the Lake
Frank McLaughlin
brought up the issue that a few residents plan to pursue putting electric
motors on the lake. Propaganda has been put in mailboxes that have
alluded that if you do not join the association, you do not have to abide by
the deed restrictions.

from the Floor:

This issue was
brought up at last year's annual meeting and overwhelmingly had voted down
by the majority. |

Enforcement of
motor issues would bring zebra mussels into the lake. |
 |
Enforcement of
motor issues would require the installation of a ramp on the Association
Beach for DNR, Sheriff, or Township Authorities to access. |
 |
Off Lake residents
would expect a ramp to enter a boat onto the lake. Special
assessments would have to be made and paid by all members to absorb cost.
Dues cannot absorb this high cost. |
 |
Snowmobiles would
be introduced on to the lake. |
 |
Handicap issue
could be used as a scapegoat. |
 |
Deed restrictions
legally would have to be changes at a high cost to allow for boats. |
 |
Legal vote cannot
be taken on motor issue - motors are against deed restriction. |
Proposed First Steps
Against Motors on the Lake:

Begin an emergency
fund. Frank McLaughlin proposed we concentrate on this fund rather
than do fireworks. |

Louis Beaudet
suggested that we put funds toward legal issues to clarify and modernize
deed restrictions. |
 |
Need to have
attorney bring all estates together ad must have unanimous consent. |
 |
All Association
members need to take this issue in hand and talk to or send letter to
anyone going against deed restrictions. |
 |
Send notice to all
residents relative to the beginning of an emergency fund and the motor
issue whether by special notice or in the form of the annual meeting
minutes. |
Motion to begin
an Emergency Fund put on the Floor - $125 per member initially. Motion
seconded.
Motion Passed by
overwhelming majority. |
Motion to adjourn.
Adjournment seconded. Reminder was given to all members to turn in their
ballots before leaving the premises. Residents will be notified in the
next newsletter as to the results of the ballot items.
